It probably isn't - but it's sold to us as a Major Problem because the right wing makes so much money on it - more cops, more DEA agents, more prisons, more prison guards. It's good business for those who enjoy pushing people around. If drug abuse was just treated by the Public Health, we'd suddenly have no Major Problem anymore. What's apparently NOT a Major Problem because we never hear about it is all the people killed by their prescription drugs every year. These are legal and making money for the Billionaires - so they're sanctified.

What I see around me is: (1) So many people feel a sense of hopelessness about their lives and (2) so many people feel stressed out by modern life and unable to cope unless they medicate themsleves to the hilt. Lots of time people start with prescription drugs, but the doctor limits how much they can have. Then they turn to the black market. I don't do drugs and neither does my husband, but this is what we see all around us.
