In the US, as a percentage of population I would have to guess Blacks. But in raw numbers it would be whites.

There is only one race and that is the human race but i understand your question drug use/ abuse doesn't have a majority group anyone can do drugs and a lot of people do including just about every ethnic group out there. i'm not saying that doing drugs is good either but it's a growing problem everywhere

Although you can generalize in certain cities or areas, it is very difficult to say overall. A lot of it is hidden (such as in the case of so-called "functional alcoholics). So although you may initially be led to believe that one group of people are the most prevalent drug abusers , the reality may tell a different tale altogether.
